"Decriminalization" means that if you posess less than than 25 grams, you are arrested for a violation, not a crime, and, barring any narcotics or drug convictions during the preceeding 3 years, you pay a fine but you can't get jail time. However, as soon as you share a bowl or a joint or give some weed to a friend, you are guilty of a misdemeanor sale and lighting up in a public place is a crime.
