CAN't send SMS?

every time i send msg to a no. following error appears...-

{PHONE NUMBER ****** cannot receive SMS msg at this time..}

i'm in India and format and rest things of the no. are in correct order

    okay, well you answered your own question, you cannot send an SMS to just anyone, their provider must be one that yahoo can send to, if yahoo cannot send to that provider you will get that exact message
