that usually means that the refresh rate is out of range for your monitor to handle. just turning the mointor off and on won't solve the problem if that is the cause. You will have to find a newer monitor to plug into that can handle the refresh rate, but up pc with that monitor, chAnge refresh rate to around 70 or 75 then power down and switch monitors.
Or it could be as simple as the monitor cable came unplugged from the video card :)
