Restaurant Tháp Rùa (Turtle Tower) at the corner of Larkin Street and Willow St. in San Francisco serves the best Phở (Beef or chicken noodle soup). Seriously! The soup here is unique because it doesn't taste like those wannabe phở but those in Vietnam. Trust me. This place also has other authentic Northern Vietnamese dishes.

I'm Vietnamese and I live in Massachusetts. Let me tell you that the best Vietnamese restaurants are in Lowell, Boston, and Dorchester. I don't know the names but if you want some good stuff, go to Boston! Some restaurants blow chunks, but most of the rest are the greatest. =]
