Considering Republican politics, have the terrorists already won?

It is a military fact that those who are attacked tend to respond in kind. The history of the United States of America matches this historical truth, regardless of the politics of the administration being discussed. It's true for all parties equally.

The difference, however, is in platform. Democratic administrations, historically, tend to be more goal and less rhetoric minded when executing these types of wars. Consider the stark contrast between the execution of the war in Bosnia and the war in Iraq. Also, the rhetoric of Republican politicians tends to be more focused on security and the military (even if their action doesn't reflect this rhetoric appropriately).

Given these political facts, Osama bin Laden would have known that a response was going to come. Forcing us to spend ourselves into oblivion is part of his acknowledged strategy.

Given this objective combined with a Republican tendancy to not restrict military spending, have the terrorists already won?

Update:

Clarification: I'm not arguing that we shouldn't have attacked. I'm focusing on the Republican tendancy to wage "arms race" style spending wars when confronted with a military issue.

Regarding historical response: I don't agree with this. Show me some proof that most "historians and experts" disagree with my premise.

As a counter-point, though we may not have attacked, we did respond. The 1993 bombing was responded to by the rounding up and negation of the terror cell responsible AND their ideological leaders. An invasion was not necessary.

Under Clinton, we did attack terrorist training camps, using cruise missiles and surgical strikes.

There was always a response of one form or another coming from the administration (except for with regards to the USS Cole, which is in Bush's lap since there were no answers as to who perpetrated the Cole bombing while Clinton was president.)

Historically, we as a nation have often responded to terrorism militarily...

    Does a bear do it in the woods? The terrorists have already scored a technical victory due to the Bush administration passing the so called "Patriot Act".

    If the terrorist's can cause our government to strip us of our rights, then YES they have scored a victory.

    Funny thing that you should mention Osama. The last thing I heard our "fearless" leader say about him was he really "didn't think about him that much". He has "other things on his mind".

    You are right about the spending, but it really is all "smoke and mirrors". To a magician it is called "slight of hand". Now you see it, now you don't. The tax payers of the U.S. pay for war materials, the poor and jobless sacrifice their lives, and the wealthy oil company CEOs make huge profits. Tax dollars go IN and profits come OUT. Trouble is the little guy takes it in the rear again. But what would a republican care about THAT?

    as long as human beings won't sacrifice via paying a conflict tax and bringing back the draft, the terrorists are triumphing. yet there could come a time whilst issues get out of hand and individuals awaken. asserting "9-11 replaced each and everything" whilst that is replaced us purely superficially is an element of the situation.

    Most historians and experts disagree with your premise that Osama Bin Laden expected a response of the magnitude that came. There was no historical precedence for it. We did not attack after the Cole was bombed. We did not attack after the 1993 WTC bombing, not the embassy bombings, we left Somalia. It's more likely Osama Bin Laden beleived the US didn't have the stomach to fight.

    Define how terrorists 'win'. We're still here, they'll never control us or defeat us.

    Yes, this is no doubt part of their strategy and one reason why we don't disclose our plans in detail. I don't think a Democrat would be able to launch this war and balance the war budget any better.

    Whenever we give up our civil liberties and destroy the principles that America was built on, the terrorists have won. What exactly are we fighting for if we are taking away our freedoms from the inside.

    So what are we supposed to do when we are attacked by terrorists? Do nothing and say thank you, please don't attack us again.
