the part about lawful,
I can come to your home and force you out with a gun, that is ordering you out with force but it give me no legal standing.
I could get an evicition notice and come back with a court oficer and then force you out, and it is legal

This is what happens when you don't listen the first time. You get asked to comply and if you don't you are FORCED to comply.
