Can i get into any university with a high A.C.T / SAT score if i have 4 semesters of very poor college credit?

i want to go back to school but i have 4 semesters of very poor college credit in my background. i don't want to use those credits ever and i wanted to know if i can substitute it by re-taking the ACT test over and trying to get a very high score hopefully. is that possible?

i finished the first semester and dropped out the last three. only one of those three was granted an appeal.

Update 2:

my school was located in new orleans so going back is actually a big obstacle since i relocated somwhere else after katrina and decided i would never go back. is there any way around this?

    start out by going to a 2 year community college and getting in a few semesters of decent grades- you can go to community college as long as you pay them and have a high school diploma or GED. good luck.
