The latter.
We should hurry only when there is an emergency such as a fire which would make it necessary to save a life (your own, perhaps). Otherwise, we tend to make mistakes which could be costly.
Taking our time to get things done would, on the other hand, give us ample time to think things through to ensure we do not foul up the issues. For instance, if taking down a message, we could record incorrect information and cause problems for the recipient of the message. Also, we burn less adrenalin, keep the blood pressure down,etc.

If the task is pleasurable and soothing, I'll take my time.
If the task is tedious and boring, I'll hurry.
