There is no country that can act as "Policeman of the World", and the reason is simple. Police (at least in the US), are there to uphold the law, regardless of their personal feelings. They are beholden (or are supposed to be) to a set of laws and regulations that have been enacted by the public or government for the good of society.

The problem is that in order to be a policeman (ideally), you must put your feelings and concerns aside to perform your duty. Since countries consistently have changing agendas, based upon their government and changing world situations, it becomes a very difficult thing for a country to become a police force.

Since a country cannot disobey the will of it's people for an extended period of time, the government of the country must act on the will of it's people, or be dissolved / overthrown. Since those people will have feelings conflicting with other people of other nations (human nature), and there is no higher authority or law to follow (the UN is currently too weak to enforce these things), no single country can be the Policeman of the World.

As most of the wealth is stashed in their coffers, how about Switzerland?

If a certain nation's leader misbehave, she/he can't dip into their wealth.
