does he know you like her? if he does, then your friend sounds like a douche. make a move before he does. or tell him to back off. or see who she's interested in and let her choose.

If he knows you like this girl , then he not a "friend" . Let her know that you dig her and be sincere. Give her a little time , and continue to show "honest and sincere" interest in her. First keep your friends close and your enemies closer. Talk to the girl remember this foo doesn't own her just cause he is moving in on her.
