How is that some answers for the questions are not to the point but still are chosen as best answers?

It's because the asker can do whatever they want and sometimes they choose "best answer" not because it was a good answer but because they're flirting with the answerer or that answerer is one of their friends and they wanted to give their friends the points. Sometimes the asker has a weird personal agenda that the answer satisfies in some way.
Same thing with people choosing an answer that's in voting. Some will choose the funniest answer or the one with the the most information but not necessarily the best information.
I've quit answering questions that have LOTS of answers because I've seen that unless you're among the 1st 6 or so answers then you don't have much of a chance of being chosen as "best answer."

Possibly the best answers are chosen by the use of a computer system that only targets 'key words' & matches the the Q & A section that way. I don't think anything is read personally in the "Best Answers' section.

1. Point gaming, which is most likely since people are asking questions, switch to another account and answer the question, then switch back and pick answer as best answer.
2. Some people just don't know so they pick whatever answer sounds the best.
3. People who vote usually pick the first answer. When someone is speed voting to get points, they just pick the first answer so they can move on to the next question.
