I own a shop, and a 94 S-10 Blazer 4.3. There is a wire that is behind and/or below the glove box for this. You will need to unplug this connector, and it is made to do so. Its easy to locate as it is the only wire down there that unplugs. I believe it is red, but I don't really remember. The last time I timed mine was a few years ago when I replaced the timing chain. Unplug this wire, start the engine with it already brought up to temperature, and set the timing to what the tag on the radiator housing says. I believe it was 6 degrees btdc, but make sure. Set it, lock it down, check it again, and then replug the wire, and you will be good to go. Don't plug or unplug it with the engine or ignition switch in the on position.
Glad to help out, good luck!!!

Somewhere under the dash in the vicinity of the glove box is a single wire connection. You must unplug this connection. With it unplugged, you can check the engine timing using a conventional timing light. After checking or resetting the timing, don't forget to replug the connection you took loose.
On one vehicle I own, this connection was just under the edge of the carpet under the glove box.
