Who or what determines whether the war in Iraq has been won?
I hear questions/statement all day about can we win.
I am trying to figure out how we'd know if we won.
Serious answers only please. ( Like this will happen!!)

Im assuming we "win" when Iraq is able to perform under there own democracy, when the insurgents are erradicated including Hezzbollah and Hammas and finally, when Bin Laden is in our custody. I would consider that to be a "win in Iraq".

We keep shifting the measure of success in this war. Now, generally, we are there to avoid a bloodier civil war, with more carnage then is being carried out today, if we leave. In addition, since instability abounds, we hope that Iraq does not fall into Iranian, Taliban, or shii'ite fundamentalists hands, should we leave.

A win is determined by the political situation Iraq is in when we leave. An al-Maliki government dominated by fundamentalist Shiites with strong allegiance to Iran is a loss.

When America feels Iraq can defend itself and will not fall into chaos if we leave. And that Iraq has secure borders and outside influences won't take over if we leave. When Iraq has a functioning democracy with elected officials and a constitution. When more support and recognition comes from other world powers.
Then we won. You know, the same goals President Bush has been putting forward since 2003.

Well, let's see, Our Military is broken and our treasury is empty. I think we lost. Exxon may disagree. I read Exxon was in talks with Iraq. Not the USA, but Exxon!!! I also read that Exxon gets 75% while Iraq get 25%. So I guess Exxon won. Nice of Bush to use our tax money and our blood to enrich his Base.

You're going to get one consistent answer to this question from neocons. They're going to say, "The President." Because they want him to have sole power.
