How can I get windows to recognize a linux partition?
I think the format is ext2 and ext3. I am running XP, dual booting ubuntu 6.10

Explore2fs is a GUI explorer tool for accessing ext2 and ext3 filesystems. It runs under all versions of Windows and can read almost any ext2 and ext3 filesystem.

This depends entirely on the filesystem being used. Among these possibilities are: ext2, ext3, reiser, reiser4, jfs, xfs, and others.
You can use http://www.fs-driver.org/ for ext2, http://uranus.it.swin.edu.au/~jn/linux/explore2fs.... for ext2 or ext3, and http://rfsd.sourceforge.net/ for reiserfs.
You can also use the cygwin platform to transfer files from nearly any linux partition to your Windows partition, but it requires quite a bit of technoligical prowess. If interested, see here: http://www.cygwin.com/
