Actually that is used as a catch phrase and is really miss-used .
By the definition they are using a greenhouse gas is any gas that can form a type of bubble (natural concentration) and create a barrier that holds heat or infra red light in or out. such as Ozone blocks infra red from coming in and CO2 holds heat in. Oxygen also holds the heat in.
