The ultimate responsibility of the completion of that task, however, remains with the management of the business delegating the work.

I belive that if you have work that can benefit you own country than use them. Why would you give you jobs to someone you don't know or even ever see. You have no control over someone elses company and if the job is not done right you can't take care of the problem yourself.
