Windows XP installation disk does not see SATA drive if you do not provide SATA driver during setup process. You should have SATA driver ready in your floppy drive when windows installation process ask for third party drivers and press F6. If you do not have floppy drive, you can also try to integrate drivers into your Windows XP setup CD. To do that you can use freeware program nLite http://www.nliteos.com/

You should be able to partition and format from the XP CD, before installation of the OS. Have you tried this?

Command Prompt will give you the authority to format without any hastle. Just open Command Prompt and type in this command, format c: for Drive C: and for Drive D: just replace the c with d. Then just press enter.
