Art is a way of expressing yourself, whether it is writing or visual art or dance, etc....This is hard to answer because, yes, the "eye of the beholder" is involved but it's not the only important part. Some people make art to bring out their inner feelings and don't care whether people like it or not. Others make art to communicate with others. Still others make art simply to sell it. Some artists are more skilled than others, and people have different styles and techniques.

I think the most important thing is for an artist (in any medium) to be creative, not to copy what others have already done. Even if you are a dancer performing Swan Lake, you should still bring your own style and expression to the stage.

As for different skill-levels, just because a person is just beginning to draw doesn't mean their wobbly scribbles are not art, just that at this point they need encouragement to improve. But even a famous artist who is featured in galleries all over the world always has room for improvement and change when their art and creative expression requires it. The kinds of art that end up in a gallery are not exclusively "the best", they are just the forms of art most preferred by the people in the gallery (both owners and patrons). It takes no less skill to ink a comic book than it does to paint a landscape, they're just meant for different audiences.
