As someone from Holyhead it is pronounced;
HOLLYHEAD - as in the prickly plant
The town was named however with religious connotations due to Saint Cybi who lived in the town, and who gave his name to the town in welsh as Caergybi, pronounced;
KAER-GUBEE
The town itself however is on an island off Anglesey called Holy Island which reinforces the religious naming, which is pronounced as;
HOLY ISLAND - as in religious Holy.

Pronounced as Holly Head
The trouble with English is the difficulty in pronounciation.
Welsh, on the other hand, is a phonetic language.
Holyhead in Welsh is Caergybi (pronounced : Kia r gibby)

Well, to be fair it depends how *you* pronounce Holly (the plant) and Holy (religious).
But I pronounce it the former way.
