I think it was supposed to come back up around 3pm but that was just an estimation. It will be up for sure tomorrow. You are the millionth person to ask on here.

it was supposed to be 14 hours, to check just go to xbox live web site when it is up the the whole system is up

it was supposed to be back up a few hours ago, but of course they are taking longer than they said they needed. (just like last time)
