when I try to login to certain sights, such as one of my banking accounts, I get this message and it goes to a page that tells me to download new updates for IE7. I have done this but I am still getting the same message and it won't let me in my sight. I also did the restart after downloading. What is wrong??

I would be very careful here. First, make sure it is your actual bank URL you're connecting to. If the message came to you via email and give you links to click on, then ignore it, and contact your bank directly about the problem. You can see your encryption details from your browser, in the tools > options > security options menu. Check that IE7 update that you download, for a virus. If the bank tells you they didn't send you an email, then tell them to shut down your account immediately.
