Does anyone know where I can find a Penn's Woods brand slate call called the "Sweet Talker"?
I know a guy who is looking for one, and I can't find one, anywhere.
I already tried ebay, and couldn't find it on there, and I also tried Cabela's and Bass Pro.

Try Bass Pro Shop or Cabela's.
Who manufactures this call, look up and call them.
Go to their website and ask for a dealer close to you.

When I have trouble locating something for what ever reason.
I will look at E-Bay and see if it is available there.
This on line auction site is a good source to locate most anything.
I use E-bay a lot to locate different hard to find hunting supplies.
