What does this mean? :Error 403 - ForbiddenYou tried to access a document for which you don't have privileges.
Let me clarify what I'm asking. Why is this saying this error. I am the creator of the website and all the files are on my computer. What is stopping me from gaining access?

It seems that you don't have permission to access that file. Sometimes a server shows that message when it is facing some problems. If the problem persists try to contact the server admin and report the problem.

This indicates a fundamental access problem, which may be difficult to resolve because the HTTP protocol allows the Web server to give this response without providing any reason at all. So the 403 error is equivalent to a blanket 'NO' by your Web server - with no further discussion allowed.
By far the most common reason for this error is that directory browsing is forbidden for the Web site. Most Web sites want you to navigate using the URLs in the Web pages for that site. They do not often allow you to browse the file directory structure of the site. For example try the following URL (then hit the 'Back' button in your browser to return to this page):

It's just what it sounds like. The document you requested (a file, a web page, anything you can get over the web) is secured in such a way that you need a username and password to get it (eg, be signed in to the site somehow).
If could be intentional and it could be an error on the part of the person who set the file and website up.
Only thing you can do is report the URL you tried to get, and the 403 error to the website admins and see if they fix it.

Just what it says, the server isn't allowing you to view the file

Two possibilities:
1. You dont have admin privelages. Solution: Talk to the administrator and get permission.
2. You have been hacked and a hacker has denied you permission. Solution: Reformat and reload Operating system, this time with a good secure o.s. like www.kubuntu.org

Th website is either not currently up, or you dont have the user name and password or domain to access it.
