Question

I have found an individual with 77% best answers and I reviewed several of his answers. He gave out deprecated tags to use in html coding, which would make your site non W3C compliant, he gave  a web designer advice to use to insert their graphics in tables in their design. Dude, get real.  
Your suggestions I read are like, totally antique and who gets 77% best answers. Are you voting for yourself, because honestly thats the only way I see you would rank this. No offense, be honest though. I am really curious to know.

They definitely need an abuse category for "answerer is an idiot and misleading the asker"

Did anone else answer the questions this guy got best answer for? He might just be answering vague/obscure questions that no one else bothered to answer, trying to whore a best answer vote. One of the problems here, at least when people vote for the best answer, is that there's no incentive to vote for "no best answer" so people just pick something because they want the point, and the 10 points go to someone who didn't deserve anything.
