Did you download it from winamp?
Backup you files now! There is always a chance that this problem or attempts to fix it might make you disk unreadable.
Install: User Profile Hive Cleanup Service
The User Profile Hive Cleanup service helps to ensure user sessions are completely terminated when a user logs off. System processes and applications occasionally maintain connections to registry keys in the user profile after a user logs off. In those cases the user session is prevented from completely ending.

You could have a software conflict. I'd recommend you start by pressing the Alt-Ctrl-Delete keys in unison which will bring up a Windows Task Manager. It will tell you if any programs are running or "Not Responding". Click on the Not Responding program if listed, and click on "End Now" when prompted. If you don't get the Task Manager, you can shut down by holding down the On-OFF button for 3-5 seconds, and it will shut down. You will probably lose any unsaved data. Let it rest for at least a minute, then try to restart. If you have a later version of Windows, and there is a problem, it will let you know and give instructions. If the problem persists, you could have a memory problem, software conflict, or other issues. You could try to uninstall "winamp" and see if that resolves the problem.

This problem can be for several reasons. The most common reason is that your computer needs a good cleaning. Large Browser Caches, fragmented HD's, large Temp Windows and Prefetch files (not the same as Temp Internet files), and even your DSL modem/router can cause this to happen.
Clean your Browser Cache:
IE 6:
Tools>Internet Options>General tab>Delete Cookies, Files (check mark the box for OFFline Content in the window that appears) and Clear History buttons.
IE 7:
Do as above and in the General Tab go to the Delete button in the Browsing History area. In the new window delete the above items.
Check your HD for Defragmenting:
Start>All Programs>Accessories>System Tools> Disk Defragmenter.
Clear Temp. Windows Files:
Exit all running programs, including browser, except your AV and AS programs. Exiting these might be necessary later (not usually).
Start>Run> type "%temp%" (no quotes)>OK>in the menu bar go to "Edit" click Select All>in the expanded menu select Delete or right click on the pane with the files highlighted and select Delete. When finished Close window.
Clear Prefetch Files:
Do as above but type PREFETCH instead.
Clear clutter in DSL modem (If used) and RAM:
You DSL Modem/Router can become cluttered and slow accessing Websites/pages.
Turn off the modem/router, computer and monitor in this order. Wait a minute or two and then restart in reverse order. Turning off he computer clears the RAM of clutter.
Here is a fix for slow shutdown from Microsoft.
