I'm assuming you haven't made any changes to screen resolution? I realize this is a simple question but that would certainly change the display of web pages.
CTRL+Scroll was good try. Does that do anything? On any pages? Also I can't help but wonder...is EVERYTHING small? Or just the text?
Also, try the View->Text Size Menu if it is just text. Not perfect answers I know, but if you add more info to your question maybe we can offer more!

Until something righted itself yesterday (I wasn't there - my partner thought I'd fixed it) - all my web pages went really tiny and now it is only certain things like gmail and search engine pages that are incredibly tiny.
I've tried everything too and nothing works - scroll, CTRL, OPTIONS, even in Mozilla.
My IE is 6.0.029 and Mozilla at 5.0.

If you have Internet Explorer 7, go to Page, then go to Zoom and move it to %100. If it is Text Size, go to Page, and then go to Text Size option and move it to Medium.
If you have another version of IE, go to View to modify the above.

Go into "page" at the top of the screen and in the drop down window .....select 100%
That should fix it.
