K...to start off, I'm a used car salesman, new car broker, and wholesaler. If you are looking to spend about 4 grand on a car, then expect some maintenancing.
I'm not sure about your question. Whether you are asking which vehicle to buy, or what to look for.
So i'm going to answer both. Which vehicle to buy, that's up to your taste and needs. For 4 grand, Korean cars are good if you are looking into milege and year. Japanese cars are good reliable car, but for 4 grand, the year and milege is going to be very high. Now for American cars, you might get lucky and find a descent car, but if not, you gonn end up buying a junk.
Now, what to look for when buying a used car is bit harder. See if the car has any damages on the frame. How do you do it? Ask your local Bodyshop. = )
Also, listen for the engine. If it has unusual noise, then CAUTION!
And you do have 48 hours on used car to return it. As soon as you get it, while parking it over night, but buncha newspapers underneath the engine. And the next morning, see if anything is leaking. If so, CAUTION!
Also when you are test driving an used car, look for it's alignment, and feel the car's suspension. And also keep your ears open for any unsual sounds from the engine, suspension and doors (Air leaking). And do not worry about salvage. In california, it is by law that they have to let you know if the car was a salvage or not. How to find it out? When you purchase the car in full cash, you'll receive the title of the vehicle in less than a month, and in california of course, the title states that the vehicle is salvage. In other states, call your nearest or any DMV and ask. = )

If you want to buy a high quality used car with a lowest price for the most reliable,I suggest you try auto auctions.
There are there kinds of car auctions.
Dealer only auctions --- only licensed dealers are allowed to buy or sell cars,You can not get in or bid without being a licensed car dealer or an employee.
Public auctions --- the public is allowed in.In fact,you usually cant by anything from public 'open' auctions because usually the pricing is too high.
Government and Police auctions --- Every day, the government confiscates, seizes and repossesses thousands of Vehicles.These vehicles are usually typically listed at 90% OFF their original value and auctions usually start at $100.
Two months ago,I bouht a near new SUV from online police auction.It only cost me $730 and i have not had one problem with it yet .

Then get the simplest one out there. A Cadillac might seem cool until you have to buy parts for it. A Toyota or Honda would be better, and taking the prospective ride to a mechanic is important. You'll save a lot of money rejecting a potential lemon.
