How to stop the dial up from appearing?

Windows XP pops up an offer to dial when I do not want it. How can I stop this and still get a connection when I start an internet program?

    Go to the Internet Options in the Control Panel, on the connections tab and tic the box that says never dial a connection.

    Try going into the start menu, control panel, network connections, and then right click on your dial up connection and disable it.
