Chicago Magazine did a recent article on the best elementary schools in Chicago (http://www.chicagomag.com/ME2/dirmod.asp?sid=8642F... Use that as your starting point. Find the top schools and then see what neighborhoods they are in. Then do an apartment search andfind out what the average rent prices are. I would strongly suggest that you DON'T look in the city! There are many great school districts in the suburbs all around Chicago. If you are moving there because of work, decide how long you are willing to commute, then start looking at areas with train connections.
I live in Naperville. Schools here are good, but it is quite costly to live here.

I'd have to agree with everyone else, if you're not rich, you won't find a good neighborhood with good schools in the city. Suburbs are more affordable, and some of them are quite nice. I reccommend Schaumburg, Elk Grove, Naperville and Palatine.
