I have often wondered that myself, have you noticed that there is usually only one and sometimes a sock a bit further down the road?
All I can think is that people throw them out of car windows but why I don't know unless it's to puzzle people like us.
They certainly pop up in the strangest locations.

I KNOW!! I was driving to karate, and I saw a pair of sneakers on a lamp post on the highway! They should, or they shouldn't be driving! I mean, if you can't see a pair of shoes how are you gonna see the small signs?
