Go to walmart, or any cell phone place, and go with prepaid cell phones if you want something not to expensive. Tracfone is ok the phones cost as low as $15, but you dont get a real lot of minutes. Me personally I love go phone(from cingular), or verizons prepaid because you get the best amount of minutes for the price, and can come with unlimited weekends, but the phones are a little more expensive to buy.

If you needed a phone for emergency I would recommended alltel and their uprepaid service. It only costs 15 cents per minute and it never expires. While you will pay a bit more up front I think around 50 dollars to get started. It is much cheaper in the long run. Also it has a much wider coverage area then tracphone or cingular.

The best is a go-phone. You can get a cheap phone at walmart/target and then add as many minutes as you need.

go to car phone ware house. i bought mine for 10 pound and it was a camera phone brand new as well as a nokia. i didn,t look back ever since

Go to Wal*Mart and buy a tracfone..
They're $14.95 and you buy as many minutes as you need.
