Safety while driving a two wheeler apart from wearing a customary helmet.?

Question

MV rules clearly states not to use mobile phones while driving any vehicle.
Of all 2 wheeler riders keep talking in mobile phone (even with helmet), endangering themselves and other road users as well.
Police knowingly not punishing them. Why they should not be made to realise the importance of safety of themselves and others as well.

Concentrating on what he does is very important on the part of either a driver or rider.Let his phone set to an answering device while he is on wheels.If he feels the phone rings at very frequent intervels parking the vehicle at a lay by and then talk is the best.Wearing a helmet will never be helpful if a fatal accident meets with.Police officers should punish the errant riders on the spot and confiscate their phones because these reckless drivers are real murderers of innocent pedestrians.People will never mind if they get themselves killed without harming other people.It is the serious mistake of the traffic police who ignore these careless riders or drivers.Best solution to implement this so called traffic rules is to detail some good police officers in plain cloth to monitor these ignorant traffic policemen and punish who do not catch these two wheel riders who convers in phone while riding.
