Photoshop CS3 is now officially free software.

The best free Photoshop replacement is called GIMP. It's available for Windows, and the two files you'll need are in the links below. But be prepared to put some time into learning it before you can do the stuff you describe. If you're not willing to invest time in learning how to use the tools correctly, then even Photoshop won't really give you good results.

So..
Here you can find a free download of GIMP: http://bitly.com/1lqfRQN
GIMP is a free program you can use for a bunch ot tasks like photo retouching, image authoring and image composition. In my opinion it is the best free photo editing software on the market. It's not as powerful as photoshop, but it's free and can be augmented with plugins and extensions. These features make it the most advanced free photo-retouching software. GIMP can be used as a simple paint program or a complex image-manipulation software (thanks also to to a very advanced scripting interface)
I recommend not to use torrents or downloads from anywhere else, as they might be backdoored.

You cannot get photoshop for free, but a great equivalent program that you can use (some linux users will claim it to be more powerful) is GIMP. You can download the windows version from www.gimp.org/windows/
Before you download, make sure you check out the screenshots at http://www.gimp.org/screenshots/
AND it works also :) It is truly free.

Try Gimp, it is free and has all the power of photoshop and even operates very similar to it. you can do a search in your favorite search engine to find it.

I've been going through the same stuff and it seems photoshop is the best bet although you'll have to pay for it. try buy.com they do have some others!

* Gimp: http://www.gimp.org/
* Gimp for Photoshop users: http://plasticbugs.com/?page_id=294 -- if you are experienced with Adobe Photoshop, this may be the Gimp you find easiest to use.
* Paint: http://www.getpaint.net/
