Hey, how about...
Leap night
It would be nighttime at midnight through about 7:00am on Feb 29, which is about daybreak. But then nightime would start again at sunset. Thus you would get nightime twice in a week but not during daytime.
As for the decade, it wouldn't fit your criteria for the 2000-2010 decade, but 2010-2020 would because you would only get leap days on Feb 29, 2012 and Feb 29, 2016. (Feb 29, 2010 is part of the next decade.)
