err sounds like you might have corrupted windows a tad

try re-booting (shut off, then turn on) start pressing F8 until it displays screen giving you options, try booting into safe mode. If this works, goto your start bar, goto your command line prompt or "run" option

    type the following

    c:\windows\system32\restore\rstrui.exe

this is system restore, restore your comp back to before you installed the stuff. Just check the date on the restore point

if this doesnt work, try re-installing xp or vista or whatever you're running from the cd :)

    Have u tried system restore?

    xp has it.

It is possible that You have a virus.

UN install ( ALL ) anti virus on the computer,NEVER run more than 1 anti virus on a PC or it will lock up. go to the site below and get the AVG free edition

click on avg75free_463a1000.exe and run the scan, Remember if you are running windows xp to turn off system restore if a virus is found,a virus will hide in system restore but when restore is turned off the virus has nowhere to hide and it can be destroyed.

Also look in your add and remove programs for search bars that have been installed from the virus and remove them before you do any scanning also keep an eye out on the add and remove programs for the 800 search assistant thats a horrible little bit of crapware.

PLEASE CHECK THIS AGAIN , UN install ( ALL ) anti virus on the computer, NEVER run more than 1 anti virus on a PC At the same time.

Go in safe mode if you can not get to add and remove programs, turn off the pc and then restart the pc and start tapping your F8 button on your keyboard immediately. and remove the antivirus in safe mode also check the driver for your modem, right click on My Computer and click Propertys, then click on Hardware then click at the top device manager and look for any yellow marks or red marks, the best thing to do if you see something in there that is not right just disable it till your desktop problem is fixed, sounds like you may have 2 different antiviruses on the pc at 1 time,or you have been to some jacked up sites and got hit with some crap.

Sounds like you have a hardware conflict. Your modem card might be trying to use IRQ #'s that are already being used. In that case they would have to be changed. First off take out the card and see if that resolves the problem. If so you know where to start troubleshooting. Also is your taskbar accidentally set to auto hide? Doesn't sound like that is the problem but you can right click on the task bar while you see it, and check. Just right click the start menu icon and click properties while you still see the task bar.
