Not downloadable but far better than babelfish:

Apart from simple word list, you can find examples, phrases, collocations and a forum in which tricky translations are discussed

Not sure about downloading, but a free service is available thru: babelfish.altavista.com

While not a download, you can use Altavista's Babel Fish (just google it) and it will translate anything you type.
