I am envisioning two pencils for axles.

The body is a cardboard box that something like a food product came in. The lid must be about 3 inches across.

Punch a hole in each of the lids appropriate to just allow a pencil to fit through the center of the lids.

The box needs to have holes through which the pencils can extend and then the lids are placed on the pencils. The holes in the box need to be close enough to one side of the box so that the lids hold the box off the ground and far enough from the edge of the box that the rubber band can wind around the pencils and a flat headed thumb tack will also clear then the pencils turn.

Use some glue to ensure that the wheels will turn when the pencil turns.

Place the rubber bands between the two pencil axles and use a flat headed thumb tack to attach the rubber band to each pencil.

the rubber bands will be stretched by pushing the car across the floor. hopefully the thumb tacks will come out when the rubber bands have unwound so the the momentum of the car will not be stopped rewinding the wheels.
