Doesn't if feel like every season nobody can run the place for more than 5 hours? Anybody have a complete list?

You have to remember that the seasons don't take place in consecutive years. For example, the guy that was just fired was head of CTU during that last season and this season is 2 years later.
Plus some of the ones in charge are only temps until the new one arrives.

You are right, it changes often. Wasn't Jack the head of CTU the first year - we see how long that lasted. Then, Nina for a while. My mind escapes me, but it seems like Tony was there for a while also, and Bill Buchanon - he has lasted longer than anyone else. But, good observation.
