Do so bluntly and quickly...don't leave any guessing to be done on his part. After all, us boys ARE stupid..
And be sure to stress that you can keep your emotions in check if he just wants to be friends. No one likes to loose a friendship because of astupid question.
He'll probably say yes anyway...we're human hormone machines, and he's probably considered you as a potential date more than once.

just first make sure that he likes you
you don't want to just ask him out and him not like you
then it just becomes akward
