Lv 0: Own the three d&d core rule books and understand the basics of using them. (PDFs count)
Lv 1: Run a successful single adventure with at least 4 players.
Lv 2: Be able to honestly say that you have, at some point, read and understood almost every page of the three core rule books and own physical copies of them all plus one extra.
Lv 3: DM four players past lv. 10, run a successful game with almost no preparation that you made up on the spot, and own at least six rule books
Lv 4: DM a four player party into epic levels.
Lv 5: ?????

I never had the patience to run a game, I'd rather be a player.
