Why do collection agencies insist on being bullies even after you've made arrangements to pay the debt?

It helps them keep an upper hand.
I've been in banking for 23 years and our collectors are taught to get a promise on the first contact. Hopefully a promise you can't keep. Thereafter they can call you a liar and a deadbeat.
You don't have to put up with it. Make a stand and tell them that you are paying what you agreed to pay them and that's all they're getting. Then tell them to stop calling. Follow up with a letter.

In some cases, it may be because the dept that actually does the bullying hasn't gotten the info that you've made arrangements to pay. Like, it's not entered into the computer yet.
I once had a problem. I'd overlooked a bill. And even while I was paying this bill at the counter downstairs as soon as I realized I owed it, the people upstairs in the billing dept were sending my info to a collection agency. No communication..... . Then, they seemed genuinely surprised when I told them I no longer wanted their company's service. Taking my business elsewhere! I will never go back to that company.

Because they earn a portion of the money they collect, kind of like a commission, but that is how the collection agency gets paid. They think that bullying the person will get them to pay, but when you are rebellious like me well. What I do is pay the original person I owe the money to and not the collection agency, a lot of the time when you do that you get out of paying the interest and end up only paying the original debt.

sure and no. sure they're a debt sequence corporation. They illegally re-age expenditures. The do no longer record precise assistance. they do no longer lawfully validate - (yet having reported that, no third social gathering truly can). I not in any respect advise paying any third social gathering collector to any of my customers. Its between the worst belongings you could voluntarily do to spoil your credit record. They deal with useless sacks of sh** on a daily basis.
Just because you have made arrangements is no gaurantee to them that you will keep your commitment - their bullying is not necessarily intended to be aimed at you as long as you are holding up your end of the deal - but after dealing with as many dead-beats and liars as they have, they probably don't really trust anyone to actually keep their word.
I've learned how to deal with collection agencies - as long as you are paying even a tiny amount to them, they cannot take legal action against you. Dedicate a portion of your income to paying off the smallest bills first - and then roll that amount into the tiny payment you are making on the bigger ones - and eventually you will wipe them all out.
You should avoid taking out loans to pay them - because they are currently gaining no interest, so all the money you are giving them goes directly towards the principle.

There are laws in all States governing harassment, If you are making the ageed upon payments and they still harass you,(if its over the phone you need to get an answer machine that records your conversation!) and if its via the mail then save all the harassing letters and get some free consultation from a lawyer and go from there.Good Luck!

They insist on being bullies because they believe that the consumer is stupid enough to fall for there idol threats of court.

Because they get paid a percentage of however much it is that they claim you owe. So they use these tactics to ensure that they get paid.
