Jetta High Beam Problem?

My 96 Jetta's high beams won't shut off, it feels like the lever is misaligned or not clicking into place, is there anyway I can fix it without taking it to the shop so I am not blinding everyone I pass at night?

Update:

I don't care if it's actually fixed, I just want the high beams off, I don't need them anyways but can't drive with them on. I tried looking for a fuse or something that would just affect the high beams, but no such luck.

    Sorry No. You have to remove the stearing wheel to fix this. The switch is part of the column and it need to be fixed

    I doubt that you would be able to fix it. Gonna have to make a visit to your mechanic.
