Dr. stands for "Doktor" in German and is an equivalent of a PhD title. Specifically, it's the title of a Doctor rerum naturalium (Doctor of Natural Sciences) which was granted to August Oetker, the founder of the company, in 1888 for a thesis in botany.

Dr. Oetker was a pharmacist and in 1891 he invented baking powder and also was the one to mass produce it.
