With the Paris Visit Pass, are Zones 1 & 2 the same as Arrondesments 1 & 2?

No they are not the same as the arrondissements. They do, however, cover the areas you describe.

No, Zones 1 & 2 are not the same as arrondisments 1 & 2. But, with a Visit Pass ticket, you can visit almost the whole city.
