But you must realize that I DON'T depend on the internet for everything. It was just that I had no idea where else to look. And finally, I live in a rural area with not much access to anything at all. So to even know where to start (after getting no clue from people like police officers) was just dumbfounding.
No offense, but you mustn't assume so much.

Why don't you call them and ask, or go to a university and look it up. On line isn't the only place to find information.
Also, a law library, expecially in the state capital will have that information. If you don't know how to look things up in a law library, ask the reference librarian. Also, a state university, esp. the law library could be helpful.
Don't depend on the web for everything.
