The little streamer on the right is one of two possible strike locations that did not have the right conditions to form the bolt. The one on the left did. A succesive strike might land a bolt where the second streamer was and like they said meet somewhere in the middle.

The charge intially starts from the cloud down, but as it starts to make its way down, a positive charge from the ground surges upwards connecting to the other charge somewhere in the middle. When the two charges meet, we see the flash, or the bolt.

Lightning actual does both it comes up from the ground and comes down from the cloud and meets in the middle.
