Is there such law in any of the states?

I was driving yesterday on a main road in TN when I suddenly saw that the car in front of me threw away a big bag of a “value meal” from a fast food restaurant out of the window. I was in shock! I wanted to write down the license plate number, state, and the county, but I didn’t know if this was going to be any good. Was the guy going to be persecuted and he would end up paying a fine, or was the government official just going to tell me that there’s nothing that I could do? Is there something that we can do about this?

He might be persecuted, but likely not prosecuted. Unless a cop sees the littering violation, I don't think there is anything that will come of it. But, if you are determined to report the litterbug, you will need to know what county you were in at the time of the littering. Then you need to call either the state police (if a state highway) or the local police (if in a municipality) to report the incident. If it will make you feel better to report it, do so. Otherwise, it's just one of those unfair things we witness in life. Good luck!

Every state I know of has laws against littering. I know in Texas it's a fine between $40 & $400.

This is littering. You could have reported it, but you would have to swears out a complaint, make a statement, if there is a hearing, you will have to show up for it. It will be time consuming for you to say the least. If this is what you want to do, do it.

thats one of the things an officer should see first hand. otherwise the person could protest it and youd have to go to court and testify that they were the person that tossed it out the window, and its really not worth it.
