why was i denied mine and my kids medical records?

to make a long story short my new dr. office said that they would not give me or anyone else mine and my kids medical records.. they say its because i signed the hippa act paper and there for they can not re-release our records. i always thought that the records were my property. does anyone know anything about this or what i can do to get the medical records short of taking them to cort?

you have the right to see them as long as the doctor is present at the time it happened to me once and they told me this i managed to see mine with the doctor present , stupid isn't it. your right when you say its all about you so you need to look further into why they are refusing to let you see them
