give me some ideas on how u.s. basic laws and iraq basic laws are same and different?

    US basic laws have a system in place to enforce them.

    Iraq is a mongolian clusterf**k of epic proportions - mostly due to incompetence, cronyism, and arrogance at the highest levels of command (see dubya and dick).

    That's about it.
