in a dutch driving test are you required to do a hill start?

since there are very few hills in most of the Netherlands and I was just wondering...

    Yes, you are.

    Especially in the South and East part of the Netherlands there are quite a few hills, so you must know how to do the hill start. And even on the flatter parts of the Netherlands, there are always little hills in a city.

    There are not a lot of hills, but there are some steep parts of streets, or getting in or out of a parking garage

    Yes you are required to do so. Not many hills, but you may have to pass dikes and bridges...
